Recently the Central Bureau of Investigation has Joined Interpol’s International Child Sexual Exploitation Initiative. By joining the initiative India has become the 68th country to do so. The ICSE is a software based initiative that allows collaboration among investigators of member countries by sharing databases. By getting the access of ICSE now CBI can also detect the child sex abuse and can identify those abusers either online or offline, with the help of Audio-Visual clippings using specialised software.
This is an attempt by Interpol towards curbing child crimes. According to the website of Interpol his database is helpful in identifying on average 7 child victims globally on a daily basis. So let’s know more about Interpol and ICSE in detail.
What is ICSE?
ICSE is a software based Database which by comparing Videos and Images tries to analyse Child Sex Exploitation Materials (CSEM). It helps investigators to identify different locations, markets, public places that are visible in the captured video or image which further helps to connect the victims, abusers and places.
Results of ICSE So Far
We can understand how efficiently ICSE works by the facts that by July 2022, over 30,000 victims of child abuse and over 13,000 criminals have been identified by Interpol using this database and software. Now let’s know about Interpol.

Functions Of Interpol
Here we are presenting the core functions of the International Police Organisation: Interpol.
- One of the core functions of Interpole is to secure Global Police Communication services. It is done through Interpol’s I-24/7 service by which the Police organisations of Member Countries can share sensitive and urgent information with each other.
- Another Function of Interpol is to provide the Database services to prevent and investigate crimes globally. This data may contain information like Criminal profiles, criminal records, theft records, stolen passports, artwork and vehicles etc.
- Interpol is also operational in police support services. Interpol helps law enforcement officials in the field by providing emergency support and operational activities. It also operates a command and co-ordination Centre 24/7.

The current emblem of Interpol was adopted in 1950. The Emblem of Interpol symbolises the Globe, Olive branches, Sword and Scales. These elements convey the following messages:
- The Globe indicates worldwide activity.
- The Olive branches represent peace.
- The Sword represents police action.
- The Scales signify justice.
- The acronyms “OIPC” and “ICPO”, representing the full name of the organisation in both French and English, respectively.
Types of Notice Issued By Interpol
There are 8 types of Notices that are issued by Interpol and have different meanings respectively. These notices are issued by Interpol’s General Secretariat on the request of National Central Bureaus and Authorised entities. Published in four different languages; English, French, Arabic and Spanish these are considered as the international requests to seek cooperation from the police of all the member countries. These notices are:
- Red Corner Notice: A request to locate and provisionally arrest an individual who is convicted in a criminal case.
- Yellow Notice : It is issued to find a missing person who is mentally unsound. Yellow Notices are published for victims of kidnappings or at the time of unexplained disappearance of persons.
- Blue Notice : Blue corner notice is issued to find more information about a person with criminal records or in case of financial frauds. Blue notice is issued to locate, identify or obtain information about a person.
- Black Notice : This is related to dead bodies. The notice is issued when a dead body is not in a condition to be identified.
- Purple Notice : This is related to environmental crimes. It is issued in case of illegal hunting and selling of wild animals in the International markets.
- Green Notice : this is an admonitory notice. It is issued to provide prior warnings and intelligence about persons who have committed criminal offences and can repeat the offence in other countries too.
- Interpol United Nations Security Council Special Notice : This notice is issued to those individuals or groups who are involved in terrorist activities. Ex: Lashkar-e-Taiba, Taliban and Al-Qaeda.
- Orange Notice : When any suspicious object can create threat to public safety, the Orange notice is issued by the Interpol. It is primarily to set an alert about a suspicious person, parcel, disguised weapons or explosive materials.
